What the result tells us

A broad majority. The county results map shows approval in the 50–90% range across the state.^[2]
A reversal of opinion. In 18 years the state moved from voting roughly 61% for English-only instruction to roughly 74% for flexibility and multilingual education.
Context. The Legislature had placed the measure on the ballot; the campaign's job was to explain it, not to qualify it.
